Arizona is a leader in providing students with educational opportunities that exist outside of their ZIP code. Open enrollment allows students to have access to any public school where there is available seat space in order to find the right educational environment to meet their needs.
However, the current process of open enrollment is riddled with barriers to enrolling students in out-of-district schools.
But HB 2427 would reform this burdensome process for applying to other school districts by reducing needless paperwork, expanding the window of opportunity to enroll, and creating a fair lottery system in which schools cannot “pick and choose” students by pupil.
HB 2427 also establishes school transparency throughout the open enrollment process by asking the State Board of Education to develop a format for communicating open enrollment options to parents and a reporting process that will inform the public and policymakers of open enrollment participation.
If this bill passes, more Arizona children will be given the opportunity to attend the public school that best fits their needs, not just the one serving their ZIP code.
