Colorado is the only state in the union to be afforded the extensive protections of a fiscal rule like the Taxpayer’s Bill of Rights (TABOR).
The text of TABOR is clear: state and local government cannot increase taxes without voter approval.
Yet lawmakers have always found creative ways to circumvent TABOR in the past few years.
You may remember Proposition CC in 2019, when the government tried to avoid the tax rebate that is central to TABOR in order to keep excess revenue from normal tax collection.
Proposition 117 was just the last of many efforts to close loopholes that patently violate the intent of TABOR.
Coloradans are tired of playing this game. Let TABOR speak for itself. It’s time for lawmakers to stop trying to side-step laws that exist to protect our rights.
