South Dakota lawmakers could soon be ready to vote on House Bill 1087. This bill would protect free speech rights on college campuses.
The protection of First Amendment freedoms is necessary for maintaining a dynamic society open to new and challenging ideas. Public universities provide an open intellectual environment in which students can express their views, engage with differing ideas, and understand the benefit of constructive debate. HB 1087 ensures that this will happen.
HB 1087 would:
- Eliminate restrictive “free speech zones,” “speech codes” and protect freedom of association.
- Offer students deeper understanding of their free speech rights.
- Require each institution to report on free speech issues prior to the legislature’s appropriations process.
- Enable individuals both on and off campus to fully understand how each university facilitates free expression by making public their guidelines.
