Utah’s occupational licensing requirements present particularly high burdens for people with criminal histories. They also block some people altogether because of their pasts, regardless of whether their underlying crime had anything to do with the profession for which they need a permission slip.
This does nothing to increase public safety. In fact, one study found that access to lasting employment is essential to ensuring formerly incarcerated individuals don’t return to prison.
Yes, Utah has taken baby steps toward breaking barriers to employment over the years. But it’s time for us to leap forward. More than 200,000 Utahns are still required to obtain a permission slip to work the job they want.
