The open exchange of ideas is what drives progress and innovation on college campuses. Barriers to expression stand in the way of that ideal, making it harder for students to learn and grow.
To support free expression on campuses, several states have enacted Forming Open and Robust University Minds (FORUM) Acts. These laws protect students’ rights to free speech by prohibiting free speech zones, ensuring students understand their rights to speech on campus and creating more transparency so citizens can hold their governments accountable for violating the First Amendment.
Utah’s public university system would benefit from legislation such as the FORUM Act that protects speech and clears the way for students and scholars to foster open inquiry.
